King’s New Year Honours: 32 people with links to Hertfordshire who have received awards




Hertfordshire’s first police and crime commisioner (PCC) is among 32 people linked to the county who have been recognised in the King’s New Year Honours 2025.

David Lloyd is awarded an OBE for services to public safety.

After 12 years and three terms overseeing Hertfordshire Constabulary, he announced at the start of the year that he would not be contesting the PCC election which was held in May and won by fellow Conservative Jonathan Ash-Edwards.

Before standing for the newly created role of PCC in 2012, Mr Lloyd had served as chair of the county’s police authority. Having previously served as a district and county councillor, he was involved in local government for 30 years.

Since stepping down, Mr Lloyd has taken up a post as a senior research fellow at Birmingham University, from which he graduated in 1987 with a BA in French language and literature. He has moved away from Hertfordshire to North Yorkshire.

Honoured with a CBE is Chris Badger, who, as executive director of adult care services at Hertfordshire County Council, is responsible for adult social care in the county, including support for older people and the disabled.

Mr Badger has worked in various roles across health and social care in Hertfordshire, both within the council and the NHS.
