New milestone for Old River Lane development with approval for 'critical document'




East Herts Council leader Cllr Linda Haysey again writes for Indie readers as the authority's controversial flagship project to create a cultural quarter for Bishop's Stortford hits another key milestone.

I am writing this update, pleased to report that the council has agreed to adopt the Supplementary Planning Document (SPD) for future development at Old River Lane.

As regular readers will know, we have developed this critical document over many months, working closely with key partners and stakeholders across the town.

We received more than 400 comments during the consultation (an East Herts record for an SPD!), which clearly shows how much local people care about the future of where they live.

I would like to thank everyone who attended Cityheart's engagement event at Grange Paddocks earlier in November.

As the developer responsible for producing a planning application, it was a chance for Cityheart to gather views on proposals for an 'outline application', which they hope to submit before the end of the year.

I know how keen local people are to comment on plans, and I urge everyone to look out for the consultation on the application, which, as a part of the statutory planning process, will open for 21 days.

Cityheart will be seeking planning approval in two stages. The first is the imminent 'outline' application referred to above, and the second is the reserved matters application which considers more detailed elements of the scheme.

There will be ample opportunity to have your say on these plans throughout 2023 and we look forward to hearing your views.

In closing, I want to address concerns about the Water Lane United Reformed Church Hall. The SPD is unequivocal in stating that any loss of community facilities must be replaced.

At the core of our £45m redevelopment are plans for a new arts centre to bring flexible performance spaces together in a vibrant and diverse cultural venue.

It will also include a varied mix of community space and facilities, creating new opportunities for everyone to come together in the heart of the town centre.
