Greater Anglia clarifies rules on picking up and dropping off at Bishop’s Stortford railway station after resident successfully appeals against two fines

Greater Anglia has clarified the rules on dropping off and picking up passengers from Bishop’s Stortford railway station after a man successfully appealed against two parking charge notices (PCNs) issued in error.

The Stortford resident, who asked the Indie not to reveal his name, received a £100 fine from NCP (National Car Parks) after his wife had dropped him off at the station in October. The second PCN was issued after he picked up one of their children in December.

The first ticket was sent with photographic “evidence” that his car had been parked at the station for 26 hours when in fact his wife had dropped him off and left immediately.

This notice was not received until December. When he contacted NCP he was told he had another PCN with photo “evidence” claiming he had “parked” at the station for five hours when, again, he had been there minutes, picking up the child.

When he appealed against the second notice NCP cancelled it and refunded the £100 he had paid for the first one. The company’s appeals department added that the cameras at the station were “being investigated”.

The man said the issue had “got his blood boiling”. He added: “If you’re just dropping off it’s not parking. There has to be something in the industry code of practice to stop this kind of thing.”

A spokesperson for train operator Greater Anglia told the Indie: “Customers using Bishop’s Stortford car park can stay for up to 20 minutes free of charge when dropping off/picking up. Anyone who stays longer than this without buying a parking ticket will be issued with a PCN.”

There is a drop-off/pick-up bay outside the entrance of the main station, but there are no signs indicating there is a 20-minute time limit.
